PROBLEM :

Settlement located in the Cirque de Mafate caldera on Réunion Island. This very mountainous part of the island is only accessible on foot or by helicopter. The inhabitants of Cirque de Mafate only receive supplies by helicopter. The isolated and mountainous position of Mafate prevents EDF providing an electricity supply.
